Responsibilities
The position’s responsibilities will include: Programmatic - Provide guidance and coordinate support to the programmatic teams and sub-grantees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation, and documentation - Assist the CoP in coordinating and communicating with the Government of Armenia, GOAM, political parties, other donors, universities, the civil society sector, and other potential implementing partners - Represent DI externally at meetings, workshops, and other events as needed - Provide guidance and coordinate support to the programmatic teams and sub-grantees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation, and documentation - Oversee staff capacity-building across the program and provide evaluation and workforce management to ensure their continued growth - Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s contract with USAID and with internal reporting requirements - Provide technical advice and support to build capacity of local organizations on specific activities Administrative: - Oversee staff capacity-building across the program and provide evaluation and workforce management to ensure their continued growth - Oversee financial tracking systems and coordinate and monitor project budgets to ensure all expenditures are in compliance with DI and donor regulations and within the scope of the program’s long-term budget - Ensure that timely cash flow analyses and projections are provided and accurate for internal management purposes and to the donor, as needed - Review and oversee administrative, procurement, and financial management procedures and recommend improvements as needed - Supervise a team of finance, grants, operations and administrative professionals; provide capacity building and mentoring when necessary, and ensure effective implementation of administrative and financial procedures compliant with DI and USAID policies - Serve as a secondary liaison for finance and administration with USAID and serve in an acting capacity in the absence of the COP - Contribute to ongoing Democracy International business development efforts, in Armenia and around the world
Required Qualifications
- Six years of successful leadership and management experience working on donor funded international development programs related to protection is required, inclusion and/or empowerment of vulnerable populations. Three years of this experience must have been in a DCOP or an equivalent position (required) - Proven leadership qualities, excellent management skills and significant relevant experience in project management and staff supervision - A university degree in a relevant field, a Master’s degree is preferred - A proven track record of effectively managing professional relations with host country governments, non-governmental actors, and donor-funded projects - Demonstrated capacity to provide management, budget, personnel, program planning and monitoring and evaluation oversight to large complex programs - Relevant experience in project management and supervising staff, preferably as an operations manager for projects in developing countries - Substantial experience and technical expertise on social protection issues (GBV, C-TIP, PWD, LGBTIQ+), government capacity building, civil society, or other relevant topics preferred - In-depth familiarity with, understanding of, and ability to successfully navigate within the Armenian context preferred - Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, including government officials, education professionals, community and civil society leaders, and international funders - Excellent speaking, writing, and reporting skills in English. Knowledge of Armenian is desirable - This position is open to both expatriates and Armenian citizens, however, Armenian citizens are preferred

Additional Information
DI is seeking to hire a Deputy Chief of Party (DCOP) for an anticipated five-year Protection, Inclusion and Empowerment project in Armenia funded by USAID. The Protection, Inclusion and Empowerment project aims to improve the lives of disadvantaged and marginalized populations through needed legal-regulatory framework changes, improved services, and intensified cooperation between the government and non-governmental actors to address the needs of vulnerable and marginalized groups. The activity goal will be achieved through activities under the following components: - Inclusion, protection and empowerment policy and legislative reform - Improved inclusion, protection and empowerment services for vulnerable and marginalized groups - Enhanced protection and inclusion of those affected by instability and violent hostilities/conflict - Outreach, communications, and research - Adaptive social protection to address the impacts of global or domestic crises, such as COVID-19, war/conflict, and food insecurity The DCOP will lead programmatic, operational, and administrative activities of the activity and will report to the COP. The DCOP will support the COP will be responsible for developing a strong vision and implementation of the program with an evidence-based approach, integrating innovative strategies and delivering on all objectives of the project. They will be responsible for overseeing the day-to-day management of some staff. They will also provide mentorship and training, as needed, for all staff. The successful candidate must be a development professional with significant international program management experience, expertise in social protection (C-TIP, GBV, PWD, LGBTIQ+). They will serve as the primary point of contact between USAID and the DI program.
