Additional Information
"Mission Armenia" NGO within the framework of the Project "Provision of Social, Medical, Legal and Shelter Assistance to Refugees and Asylum Seekers in Armenia" funded by UNHCR Armenia (ARM01/2020/0000000132/000) is to support to the RA Migration Service (MS) for implementation of the State Programme on Provision of House Purchasing Certificates for forcibly displaced persons from Azerbaijan in 1988-1992. On 21 November 2019, the Government of Armenia approved a State Programme on Provision of House Purchasing Certificates for forcibly displaced persons from Azerbaijan in 1988-1992. The programme aims at addressing the housing needs of 112 (one hundred and twelve) [former and current] refugee households residing in temporary housing (dormitories, hotels and etc.) in 5 administrative districts of Yerevan. While the Government had approved the MS request for funding the House Purchasing Certificates, the implementation costs were not provided. Given the constraints of the available resources to the MS for implementation of the programme, some additional resources were envisaged in the draft programme that was submitted by the MS, namely staffing costs for additional staff members to assist in implementation of the programme, both to beneficiaries of the programme and the staff of the Integration Unit of the MS designated to facilitate the implementation of the mentioned program, after-service expenses and printing costs of the certificates. These expenses were not approved by the Government and removed from the final text of the Governmental Decree. Thus currently the MS does not have the aforementioned resources, which impedes the effective implementation of the programme leading to durable housing solution for the Persons of Concern to UNHCR.
