Under supervision of Head of the Mission, the Legal Adviser advises the Mission on international humanitarian law (IHL) and other relevant legal/policy matters and conducts related legal work. S/he initiates, formulates and implements strategies to address identified issues and mission objectives in the legal domain. Hereunder are main responsibilities: - Acts as a reference for International Humanitarian Law (IHL) related matters, provides relevant legal consultations and assistance to the Mission - Contributes to the elaboration of objectives and strategies, and proposes ways of implementation and promotion of IHL and relevant International Human Rights Law (IHRL) norms - Assists and contributes to the official communication and correspondence for legal matters, identifies legal stakes related to the status of the ICRC, supports in planning of prevention and communication activities of the Mission - Advises and monitors legal-related issues concerning Mission departments of Protection, Assistance, Health etc., to address identified legal and other policy related issues - Strengthens, develops and maintains relations with academic circles, supports the teaching of IHL as well as develops and maintains a network of partners and contacts linked to IHL promotion and implementation in Nagorno-Karabakh - Drafts legal notes/analyses and contributes with legal aspects to working papers, summary reports, 'non-papers' etc. related to the Mission activities and objectives - Participates in events of the ICRC’s interest organized by civil society and facilitates the ICRC’s involvement where relevant (including planned dissemination sessions) - Performs independent research on and analysis of specific legal issues, as well as broader sectors of the local legal system and policies
Required Qualifications
- University degree in law, master’s degree or specialization in a discipline of public international law, including IHL or IHRL is a strong advantage - At least 3 years of relevant work experience; working experience in international settings, as well as in judicial sector will be viewed as an asset - Excellent knowledge of spoken and written English, Armenian and Russian - Computer proficiency - Highly developed abilities to communicate with diverse groups and individuals, international organizations, as well as authorities - High decisiveness and integrity - Sound judgement and logical reasoning skills, good planning and organizational abilities - Commitment to provide accurate and professional legal services by preserving high level of confidentiality
